What is SLF?
A Certificate of Functional Worthiness (SLF) is a certificate issued by the local government that a building is safe and suitable for use for its function and meets technical and administrative requirements for suitability.

Building Approval (PBG)
According to Government Regulation No. 16 of 2021, the Building Construction Approval (PBG) is a permit issued by the government to the owner of a building for initial construction, modification of the building, reduction, maintenance, or expansion of a new building in accordance with the technical standards of building construction.
The term technical standards refers to a reference that contains provisions, quality, criteria, methods, or procedures that must be met in the process of constructing buildings in accordance with the function and classification of the building itself.
Difference between PBG and IMB
Before the PBG (Building Approval) regulation, the regulation was the IMB (Building Permit). The fundamental difference is that with the IMB, applicants could apply independently to the local public works or housing office without being required to use expert assistance. Then, after it was replaced by the PBG, the approval must be signed by a certified expert (where this involves a third party or consultant) and technical considerations from the designated TPA/TPT by the local office must be taken into account.
